Key areas of work

The project explores how social services respond to citizens through five complementary focus areas. Each area investigates a different dimension of citizen engagement, from understanding policy contexts and listening to citizens’ voices, to examining citizen-led actions, evaluating service responsiveness, and co-creating practical innovations.

Normative, policy, legal and organisational contexts shaping the responsiveness of social services to citizen participation 

WP1 explores the legal, policy, and organisational frameworks that shape how social services respond to diverse citizens. It examines inclusion, intersectional diversity, and digital feedback, producing a typology of frameworks and recommendations for policymakers.

Citizen views on participation

WP2 explores citizens’ experiences with social services and their participation in shaping them. Using participatory methods, including advisory groups, workshops, and digital consultations, it examines how citizens contribute to improving services and developing new strategies.

Citizen activism

WP3 examines how citizens generate change outside official social service structures, including advocacy, campaigns, petitions, protests, and creative initiatives. It explores their processes, impact, and digital engagement, producing recommendations and an interactive map of citizen-led actions across Europe.

Change processes in social services

WP4 examines how social services act on citizen input, tracing how ideas and feedback move through organisations from frontline staff to managers. It identifies barriers and enablers of responsiveness and produces both an analytical model and a practical self-assessment tool for social services.

Pilot projects and innovations

WP5 synthesises findings from the project to co-create and test six innovations across Europe that enhance the responsiveness of social services. It produces practical guidance, methodological tools, and recommendations for citizens, social services, civil society, and policymakers.

“Taking part in the Advisory Council means having the chance to express your opinion, be listened to, and contribute to decisions made in the center. For me, it was a useful experience because I could speak openly and share ideas. I believe our voice matters, the staff take into account what we say, and this creates a better connection between beneficiaries and those who run the center. My colleagues were interested and involved, and each of them shared what they thought. I would encourage my colleagues to be open and participate actively, to have more confidence in speaking up, and to work together more. I would also like the staff to consult us and involve us in decisions much more often.”
