Welcome to the Responsiveness in Social Services Survey! 

The survey asks questions about feedback and participation by people who use social services, especially the impact of feedback on services. Your input will help us better understand how social services can be more responsive to the needs and rights of people.


All types of social service staff can take part in the survey: practitioners, managers and directors.


This survey is available in English, German, Spanish, Romanian, and Polish, with more languages coming soon.

The report is part of the Horizon Europe research and innovation project ‘Increasing responsiveness to citizen voice in social services across Europe’ (RESPONSIVE) that runs from 2023-2026.

Normative, policy, legal and organisational contexts shaping the responsiveness of social services to citizen participation 

Executive Summary 

The project is framed around the concept of ‘responsiveness’ within social services as a new way of thinking about democracy and co-creation in the context of citizen-government interaction. This concept focuses on changes and concrete actions within social services prompted by learning from citizen perspectives and voices.

Research report 

This report analyses the existing legal, policy and organisational frameworks in six EU countries (Austria, Denmark, France, Poland, Portugal, Romania) for incorporating the voices of citizens into the development and implementation of personal targeted social services.
