The subscribers underline that reality had shown that existing legal standards already allowing for the protection of children as victims were not being fully implemented. On the contrary, decision-making bodies did not accept this interpretation, which lead to the child victim being left unprotected. It was therefore necessary to adopt urgent legislative measures that would respond to this need, guaranteeing child victims this legal status.
